ADOT Non-Discrimination Notice

The Arizona Department of Transportation (ADOT) hereby gives public notice that it is the Agency’s policy to assure full compliance with Title VI of the Civil Rights Act of 1964, Title II of the Americans with Disabilities Act of 1990 (ADA), and other related authorities in all of its programs and activities. ADOT’s Title VI and ADA Programs require that no person shall, on the grounds of race, color, national origin, age, sex, disability, low-income status or limited English proficiency (LEP) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity.

Any person, who believes his/her Title VI or ADA rights have been violated, may file a complaint. Any such complaint must be in writing and filed with the ADOT Civil Rights Office within one hundred eighty (180) days following the date of the alleged discriminatory occurrence. ADOT Self Identification Survey

By completing this voluntary survey, ADOT will be able to determine who attends its public meetings and how the department can improve participation. The survey will also help ADOT fulfill federal reporting requirements.

In compliance with Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, the Arizona Department of Transportation (ADOT) does not discriminate against qualified individuals with disabilities on the basis of disability in its programs, services, and activities.

ADOT will make reasonable modifications to ensure that individuals with disabilities have an equal opportunity to enjoy ADOT's programs, services, and activities.

Project Overview

Quick Facts

  • 15 miles of widening.
  • 8 miles of flex lanes in the southbound direction.
  • 10 bridge widenings and 2 replacements.
  • No weekend lane closures scheduled.
  • Full closures and/or lane restrictions will primarily occur Sunday through Thursday nights northbound and Monday through Friday nights southbound.
  • Overnight work hours will be 7 p.m. – 6 a.m., but expect construction activities seven days a week.
  • Design and construction activities will begin this year; ADOT anticipates the project will open in phases in late 2024 and 2025.*
*Schedules are subject to change because of unforeseen circumstances.

This 23-mile project is divided into two segments:

Anthem Way to Black Canyon City (Widening) Improvements:

  • Add an additional northbound and southbound lane.
  • Northbound widening on the median side.
  • Southbound widening on the median side in some sections and widening on the outside in other sections.

Black Canyon City to Sunset Point (Flex Lanes) Improvements:

  • Add two flexible travel (flex) lanes alongside the existing southbound lanes of I-17.
  • Flex lanes will be separated from the southbound lanes by a concrete barrier.
  • Flex lanes will be open to northbound or southbound traffic, depending on the peak traffic direction and the greatest need.

Flex Lane Overview

Between Black Canyon City and Sunset Point, an 8-mile flex lane system will be constructed in the southbound direction. This will require significant earthwork activity to widen southbound I-17 to add two lanes, which will be separated from the existing lanes with a concrete barrier. Northbound I-17 will remain unchanged in this section.

Road layout

Quick Facts

  • Open to northbound or southbound traffic, depending on peak travel times or the greatest need.
  • Equipped with an electronic gate system and net barriers to slow and stop vehicles from entering the roadway in the wrong direction.
  • Overhead signs alerting drivers to which direction is in use.
  • Open to northbound traffic Monday through Saturday.
  • Open to southbound traffic on Sundays.
  • ADOT will adjust the direction of the flex lane as needed to accommodate holiday travel and unexpected congestion due to an incident.
  • Should an incident occur within the flex lanes, traffic can be diverted back to the southbound lanes.
  • The entire system will be monitored and controlled by ADOT’s Traffic Operations Center.
